I

I

I

Council Meeting Minutes
October 24, 1989

Page 8

Council Business, continued

Officer Werneke's first DARE presentation was at a Hispanic
El ementary School in Los Angeles. The school admi ni strators and
children were very enthusiastic and excited about participating in
the program. Werneke found the experience to be rewarding and
heartwarming.

Officer Werneke will present the DARE Program to schoolchildren at
Bel Air, Pike Lake, and Sunnyside Elementary Schools. The Police
Department plans to include St. Jehnls Parochial School in the
program next year.

Kelley and the St. Anthony and Mounds View Police Chiefs will meet
to discuss their future plans to implement the DARE program in their
area schools.

Gunderman is pleased that the nationally recognized DARE Program
wi 11 be presented in New Bri ghton area schoo 1::;. Gunderman added
that Project QUEST, a paper and pencil approach, is an excellent
program and would complement DARE.

A "parent only night" will be scheduled to explain and discuss the
teachings of the DARE Program to the parents.

Benke suggested the creation of a task force to include
representatives from adjoining cities to coordinate a joint program
regarding the drug problem.
Wi 11 i ams noted that representati ves from the Ci ty I s DARE program
could present their goals of coordinating a joint program to the
League of Minnesota Cities or Ramsey County League of Local
Governments meetings.

Williams asked if DARE facilitators have found high success rates
when tracking pl'evi ous DARE students. Werneke sa; d it has been
difficult to track success rates within the Los Angeles schools
because of the constant moving and relocating of students.
Present 1 y, every schoo 1 in the L. A. a rea has DARE, and a more
sophisticated tracking system has been started.

Williams feels New Brighton may be mere successful in tracking
success rates because of the stable and smaller population.
Williams suggested a tracking system be considered to record
stati sti cs of chi 1 dren stayi ng off drugs because of the DARE
Program. This information would be useful to other cities
contemplating introducing DARE to their schools.

Council Business

NLC Program "Cities and
Towns Fight Back Agains
Drugs"
