<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />October 3, 1989 <br /> <br />Page 6 <br /> <br />Public Hearing, continued <br /> <br />Leroy Nelson, 2034 Rice Creek Road, explained that a boulevard ditch <br />on the property prevents drainage onto Long Lake Road. Mr. Nelson <br />had previ ous 1 y asked the County to provi de for drainage to the <br />adjoining culvert, but was told it was not feasible because of the <br />utility lines. <br /> <br />Dixie Luoma, 1941 Mounds Avenue, noted her property is downhill and <br />drains into Thorndale Avenue, but she is being assessed for drainage <br />to Long Lake Road. Mrs. Luoma's neighbors, who are uphill of her, <br />contri bute to the drai nage to Long Lake Road but are not bei ng <br />assessed. Engineering staff will investigate the problem. <br /> <br />Donald Thomas, 1751 Longview Drive, commented that a small number <br />of houses along Longview Drive are being accessed for a long piece <br />of storm sewer, and their properties do not contribute to drainage <br />into this system. <br /> <br />Proper explained that Mr. Thomas and his neighbors are paying for <br />a proportionate amount of acreage in the area of the storm sewer. <br />Proper added that eventually every resident in the City will be <br />contri buti ng to the assessment of a storm sewer system. Proper <br />noted that the City has benefitted from the Irondale High School <br />storm sewer system. <br /> <br />Mr. Martin feels the Irondale drainage systems are inadequate to <br />handle drainage in that area. Proper feels the system has been well <br />designed and will show the drainage system blueprints to Mr. Martin <br />if he wishes. <br /> <br />Florence Mys 1 aj ck, 1820 Long Lake Road, confi rmed she wi 11 not be <br />assessed for the storm sewer, but is concerned that the street <br />widening may cause future drainage problems on her property. Mrs. <br />Myslajck explained there is a natural berm on her property which <br />absorbs drainage and feels the widening will shorten this berm and <br />reduce its effectiveness. Proper said Ramsey County designed the <br />project plans and he will ask county staff to review these plans <br />with Mr. and Mrs. Myslajck. <br /> <br />Laura White, 1206--12th Avenue NW, commended the Engineering <br />Department for its prompt response to her concerns. <br /> <br />Public Hearing <br /> <br />Long Lake Road Project <br />85-1 <br />Report 89-238 <br />Resolution 89-123 <br />
