The Property is currently zoned B-3, general business. The <br />Property is guided with a Comprehensive Plan designation of general business. The surrounding <br />uses include a Dairy Queen to the north, Atonement Lutheran Church to the south, a service <br />station to the east across Silver Lake Road, and Erickson's New Market grocery store to the west. <br />The existing use of the SuperAmerica station and the-proposed reconstruction and use are <br />consistent with the Comprehensive Plan and are a permitted land use within the B-3 zoning <br />district. <br /> <br />3. Variance Request. The site plan application includes a request for approval of a variance from the <br />New Brighton green space requirement abutting Rice Creek Road. The New Brighton zoning <br />ordinance provides for a 20 foot green space setback between the right-of-way line and the surface <br />of the parking or drive area. The purpose of the request is to provide adequate drive aisles and <br />circulation for the new pump configuration. The reconstruction Project as proposed will provide <br />significant advantages, including: <br /> <br />· Site will provide substantial additional green space over the existing condition - green <br />space will increase from 14.15% to 20.14%. <br /> <br />· The Project will eliminate the driveway on Rice Creek Road. <br /> <br />· The Project will provide a building with unique and visually appealing architecture. <br /> <br />· The Project will provide substantially enhanced landscaping. <br /> <br />· The Project will provide enhanced traffic circulation and serve New Brighton residents <br />more efficiently. <br /> <br />The configuration of the Property abutting two thoroughfare streets is somewhat unique. The variance is <br />made necessary by the need to provide an adequate maneuvering area in and around the radius and drives. <br />Taking into account the boulevard within the right-of-way, the boulevard/green space along Rice Creek <br />Road will still be approximately 25 feet in width. <br /> <br />We respectfully request the support of the New Brighton Planning Commission to the SuperAmerica <br />applications.
