<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />September 26, 1989 <br /> <br />Page 3 <br /> <br />Council Business <br /> <br />Margaret Egan, Finance Director, presented the resolution <br />authorizing certification of delinquent utility bills. <br /> <br />The City Code provides that delinquent water and sewer bills can be <br />certifi ed for coll ecti on with property taxes. A del i nquency is <br />unpaid charges which are at least ninety days past due and over <br />$100.00 as of September, 1989. <br /> <br />The certification process has been completed for two of the three <br />billing areas, and payments are still being collected until the end <br />of September for the thi rd bi 11 i ng area. To meet the County <br />certification deadline, the City Council must take action at the <br />Council meeting tonight. <br /> <br />For the two completed billing areas the certified amount is <br />$52,000.00. For the third billing area, the certified amount is <br />estimated at $28,200.00 and will be incorporated into the <br />certification by an addendum. The total certification will be <br />$80,200.00 and represents 3.6% of all utility billings. <br /> <br />A portion of the total certification is late charges which <br />accumulate at a rate of 10% on the unpaid balance. For the <br />comp 1 eted two bi 11 i ng areas the total of the 1 ate charges is <br />$10,100.00. An estimated $3,700.00 of late charges are included for <br />the incomplete third billing area. <br /> <br />Benke asked if the customers have been notified of the certification <br />process. Egan verified that the customers were mailed a <br />certification notice with their most recent billing and have been <br />given 30 days to pay the delinquent amount. <br /> <br />Motion by Gunderman, seconded by Brandt, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION AUTHORIZING CERTIFICATION OF DELINQUENT UTILITY <br />BILLS. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Council Business <br /> <br />Certification of <br />Delinquent Utility <br />Bills <br />Report 89-232 <br />Resolution 89-118 <br /> <br />Kevin Locke, Community Development Director, presented the request Minor Subdivision/ <br />for a minor subdivision/rezoning of U.S. West and Mr. Don Leier. Rezoning for U.S. Wesi <br />Report 89-233 <br /> <br />The request is to split off 60 feet from one parcel and add to an <br />adj acent parcel, then rezone said 60 feet from R-2, Two Fami 1 y <br />Residential, to B-1, Limited Business, in order to accommodate a <br />parking lot for the existing Northwestern Bell facility. <br />
