<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />September 12, 1989 <br /> <br />Page 4 <br /> <br />Public Hearing - 7:50-8:00 p.m. <br /> <br />Erny Mattila presented for consideration approval of a request to <br />subdivide an existing single family parcel on Valley View Drive into <br />two single family lots. He noted there was already a single family <br />home with detached garage on the parcel which would remain on the <br />smaller of the proposed two lots. Both proposed parcels would meet <br />code requirements for single family lots. <br /> <br />The existing cul-de-sac right-of-way should be expanded to <br />accommodate the reconstruction of the Valley View Lane cul-de-sac <br />to City standards. This expansion would require the dedication of <br />approximately 10 more feet of right-of-way! from the parcel. <br /> <br />A 33 foot wi de secti on of pub 1 i c ri ght-of-way extends along the <br />north property 1 i ne of the parcel from Valley Vi ew Lane to Sil ver <br />Lake Road. A 10 inch sanitary sewer line is located within said <br />right-of-way. A private driveway to the proposed lot would be <br />acceptable over the subject right-of-way. <br /> <br />Benke asked if the City owns the property on the easterly <br />of the parcel and if there are plans to develop the parcel. <br />confirmed that the City does own the parcel on the easterly <br />and has previously tried to sell it. <br /> <br />boundary <br />Mattil a <br />boundary <br /> <br />Gunderman asked if the Parks and Recreation Department has planned <br />to develop the area for park purposes. Mattila said currently the <br />Parks Department does not have plans for development of the parcel. <br />The parcel is not considered a designated park area, but the <br />possible future development of walkways and bikepaths may be <br />considered. <br /> <br />Larson commented that he 1 i ves near the parcel and feels the <br />existing trees should be retained to help shield the parcel from the <br />large amount of traffic on Silver Lake Road. <br /> <br />Mattila noted that the parcel measures 74,000 square feet and is <br />adequately sized for more than one single family home. <br /> <br />Benke feels consideration should be given in the restriction of <br />access from Valley Vi ew Road to Sil ver Lake Road. Larson agrees <br />that creating an access from Valley View Road could cause <br />considerable safety hazards. Larson feels a condition should be <br />added to the resolution stating a restriction of an access off <br />Valley View Road. <br /> <br />The proposed subdivision would exceed the R-1 district lot <br />requirements and would comply with the City's Subdivision Ordinance. <br />A park dedication fee of $750 would be required to be paid upon <br />approval and recording of the proposed minor subdivision. <br /> <br />Public Hearing <br /> <br />Lot Split for George <br />Wolney - Valley View <br />Lane/PL-183 <br />Report 89-223 <br />Resolution 89-111 <br />
