<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />August 22, 1989 <br /> <br />Page 3 <br /> <br />Special Order of Business, continued <br /> <br />The Parks Department has identified three future development goals <br />for the parks: increase identification of park facilities and <br />activities, securing of adequate development funds for the <br />acquisition of land, and the development of property currently owned <br />by the Burlington Northern. <br /> <br />Benke said the completion of the Long Lake Regional Park, the <br />Mississippi Street trail, and the community center/armory are all <br />important issues to the New Brighton community. <br /> <br />Gunderman asked what future additi ons have been planned for the <br />County Park System. Mr. Mack feels the development of the regional <br />park trail system needs to be accelerated, but limited funding has <br />made this difficult. Currently, there has been an added focus on <br />family creative play areas and smaller parks. <br /> <br />Williams asked if the County has made a formal decision on the <br />forming of a park advisory commission. Mr. Mack said the County <br />commi ssi oned a task force to address the future evol uti on of the <br />park system. The 24 member task force has almost completed its <br />findings and will make a presentation to the County Board and St. <br />Paul City Council on September 19 and 20. One recommendation is the <br />establishment of a seven member advisory board. Each member would <br />be appoi nted by Ramsey County and St. Paul and woul d meet on a <br />quarterly basis. <br /> <br />Gunderman asked if recreational activities have been used as a <br />prevention for juvenile delinquency. Mr. Mack said the Phalen Park <br />Ice Arena has had some success in providing a year-around activity <br />for youths. <br /> <br />Mr. Weltzin said the contract for the Long Lake Road project was <br />awarded last week and construction has begun. Mr. Weltzin expects <br />bituminous curbing and base course asphalt to be installed this <br />year. Next year repairs will be made on any areas damaged this past <br />winter and final coatings will be applied. <br /> <br />Williams voiced his disappointment in the delay of the Long Lake <br />Road reconstruction proj ect and noted other prob 1 ems assoc i ated with <br />the County Road D project. Mr. Weltzin acknowledged the problems <br />associated with the County Road D project, but feels the contractor <br />assigned to the Long Lake Road Project is competent and will do an <br />excellent job. Williams reiterated that he would not want to see <br />"history repeat itself" in regards to the Long Lake Road project. <br />Mr. Schutten agrees the delays have been unfortunate, but feels <br />residents should be pleased with the completed project. <br /> <br />Special Order of <br />Business <br /> <br />Presentation by Ramsey <br />County Representatives <br />
