<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />August 22, 1989 <br /> <br />Page 7 <br /> <br />Council Business <br /> <br />Erny Mattila, City Planner, presented an application for site plan <br />review to construct a storm shelter building within the Oak Grove <br />Mobile Home Park. <br /> <br />The proposed storm shelter is required by the State of Minnesota and <br />is a permi tted accessory use in an R-1 di stri ct. The proposed <br />facility would comply with all R-1 district standards. <br /> <br />Several mature trees which presently screen Oak Grove from Hansen <br />Park would be removed when the proposed structure is built, <br />therefore, a landscape screen would be installed along the west side <br />of the proposed structure. The facility will be located at 307 1/2 <br />Mehigan Street NW and will border Hansen Park. <br /> <br />Gunderman asked if the Parks Department has considered joint <br />ownership of the facility with the mobile home park owners. <br /> <br />Mrs. Api 1 kowski, owner, exp 1 a i ned that the proposed structure ; s <br />considered an emergency facility and would have limited amenities. <br />Mrs. Aplikowski said they are approaching a deadline and the <br />building needs to be completed before winter. <br /> <br />Mattila spoke to Maurie Anderson, Park and Recreation Director, on <br />the impact of this shelter to Hansen Park. Anderson said the impact <br />would be minimal because this area is a very underutilized area. <br /> <br />Motion by Williams, seconded by Gunderman, to APPROVE LP-247 SUBJECT <br />TO. THE FOLLOWING CONDITIONS: <br /> <br />I. APPROVAL OF FINAL GRADING AND DRAINAGE PLANS BY CITY ENGINEER. <br />2. APPROVAL OF PERMIT BY RICE CREEK WATERSHED DISTRICT. <br />3. PROVISION OF CONIFEROUS AND DECIDUOUS TREES ALONG THE WEST SIDE <br />OF THE PROPOSED STRUCTURE TO ADEQUATELY SCREEN SAID STRUCTURE <br />FROM HANSEN PARK. A LANDSCAPE PLAN DETAILING SAID SCREEN MUST <br />BE APPROVED BY THE CITY PLANNER PRIOR TO BUILDING PERMIT <br />ISSUANCE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Erny Mattila, City Planner, presented an application for site plan <br />review to construct a storm shelter/resident activity center <br />building within the Lakeside Mobile Home Park. <br /> <br />The proposed storm shelter is required by the State of Minnesota and <br />is a permitted accessory use in an R-l district.
