Three off-street parking <br />stalls are proposed next to the shelter. <br /> <br />Moti on by Wi 11 i ams, seconded by Brandt, to APPROVE LP-248 SUBJECT <br />TO THE FOLLOWING CONDITIONS: <br /> <br />1. RICE CREEK WATERSHED PERMIT APPROVAL. <br />2. MINNESOTA POLLUTION CONTROL AGENCY APPROVAL OF SITE CLEAN UP <br />PRIOR TO CONSTRUCTION. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Les Proper, City Engineer, presented the Rice Creek Watershed <br />District Grant Application for the Silver Lake Study. <br /> <br />Rice Creek Watershed District "(RCWD) is requesting resolutions of <br />support for a grant application from the cities of New Brighton, <br />Columbia Heights, and St. Anthony to study Silver Lake. The quality <br />of Silver Lake is deteriorating due to excessive phosphorous <br />entering the lake from storm water runoff. The proposed study would <br />monitor the various storm water inlets, analyze the data, and <br />evaluate various improvement alternatives. <br /> <br />Minnesota Clean Water Partnership will handle the grant application <br />and provi de 50% of the fundi ng. The total estimated cost of the <br />study is $78,000 and RCWD is requesting a $9,750 contribution from <br />each city. The $9,750 represents 25 percent of the non-grant funded <br />part of the study and RCWD wi 11 also contri bute $9,750. The <br />deadline for submittal of the grant appiication is August 25, 1989. <br /> <br />Silver Lake is located in St. Anthony and Columbia Heights. The <br />land in New Brighton tributary to Silver Lake is approximately 100 <br />acres along the north side of County Road E and the east side of <br />Silver Lake Road from Stinson Boulevard to Silver Lane. New <br />Sri ghton represents about 20 percent of the total 5i 1 ver Lake <br />drainage area. <br /> <br />The Columbia Heights city staff is concerned that the study would <br />lead to a very costly implementation plan to improve Silver Lake <br />which the cities would be obligated to finance.
