<br />I <br /> <br />Council Meeting Minutes <br />August 8, 1989 <br /> <br />-"f <br /> <br />Page 2 <br /> <br />Special Order of Business, continued <br /> <br />Jim S~nden, Metropo 1 i tan Council member, presented a Metropolitan <br />Council update. <br /> <br />The Metropolitan Council consists of 17 members which are appointed <br />by the Governor. Mr. Senden represents District 3 which includes: <br />New Brighton, St. Anthony, Falcon Heights, Roseville, Little Canada, <br />Maplewood, and North St. Paul. <br /> <br />Each Councilmember serves on two of four subcommittees: <br />Metropo 1 i tan and Commun i ty Development, Envi ronmenta 1 Resources, <br />Systems, and Management. Mr. Senden has been appoi nted to the <br />Metropolitan and Community Development Committee and the <br />Environmental Resources Committee. <br /> <br />The Metropolitan and Community Development Committee is similar to <br />a planning commission and reviews land use, comprehensive and long <br />range plans, development control, housing policies, health issues, <br />environmental impact statements, and other miscellaneous activities. <br /> <br />I <br /> <br />The Envi ronmenta 1 Resources Commi ttee revi ews all envi ronmenta 1 <br />issues, but currently the main concern has been solid waste. The <br />future of landfills dictates that solid waste needs to be reduced <br />considerably in the 1990's. Recycling programs are being encouraged <br />by the Council as a way of reducing solid waste. <br /> <br />The Systems Committee oversees the systems of the airport, park and <br />recreation, highway transportation, and sanitary sewer systems. <br /> <br />The Management Committee supervi ses the budgeti ng process, personnel <br />policies, and bonding. <br /> <br />Mr. Senden said the site selection for a second airport and the <br />i nst<'l.ll at i on of a 1 i ght rail system are two very important issues <br />that may involve New Brighton and the northern suburbs. Gunderman <br />asked if site criteria has been determined for the future airport. <br />Mr. Senden said the site selection committee is in the process of <br />determining site criteria. Mr. Senden noted that several people <br />from the northern suburbs have been appointed to the committee. <br /> <br />Mayor Benke thanked Mr. Senden for his presentation. <br /> <br />I <br /> <br />Special Order of <br />Business <br /> <br />Jim Senden Metropolitan <br />Council Update <br />
