<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />July 25, 1989 <br /> <br />Page 5 <br /> <br />Council Business, continued <br /> <br />Len Pratt, Pratt Homes, introduced his associates, Lowell Pratt, <br />Warren Olson, Bill Ostlund, John Johnson, and Dick Grones. <br /> <br />Slides were shown of a convenience center located in Woodbury. <br />Pratt indicated that this convenience center generally illustrates <br />the type of busi nesses and archi tecture bei ng proposed in thei r <br />concept'plan. <br /> <br />The concept plan proposes 86 single family homes, 52 townhomes, and <br />a convenience center. Pratt Homes feels this plan utilizes the <br />unusual topography of the area and retains the natural beauty. <br /> <br />Mr. Pratt noted several letters of intent from businesses who are <br />interested in the conven i ence center. The 1 etters \'/ere from PDQ <br />Convenience Store, Video Update, Old Fashioned Meats, Century 21- <br />Homestead, and a Montessori school. <br /> <br />Williams mentioned the impact of new competition on long standing <br />businesses on the east side of Silver lake Road. Mr. Pratt feels <br />competition with area businesses should not be a major issue in the <br />rezoning of the parcel. <br /> <br />Brandt asked what type of restaurants wou 1 d be a 11 owed in a B-2 <br />District. Mattila noted that the businesses who have expressed an <br />interest in the parcel would be permissibl~ in a B-2 District, but <br />the PDQ would need a special use permit in a 8-2 Distl'ict. In <br />regards to 01 d Fashi oned Meats, Mattil a feels the sale of meats <br />would be allowed in a B-2 District, but a sit-down/eat-in restaurant <br />woul d need to be i nvesti gated. Fast food and other si t-down <br />restaurants are permissible only in a B-3 District. <br /> <br />Benke feels it would be more feasible to initiate a B-3 District <br />rezoning hearing because of the opportunity to downgrade to a B-2 <br />District. <br /> <br />Brandt emphasized that the Council action being taken tonight is <br />merely to initiate a consideration for rezoning, and it would be <br />premature to make any decisions at this time. <br /> <br />Mr. Pratt feels that a B-2 District would limit the opportunity for <br />a variety of prospective businesses in the proposed center. <br /> <br />Moti on by Wi 11 i ams, seconded by Brandt, to REC(MIIEND THE INITIATION <br />OF THE CONSIDERATION OF A REZONING FROM R-!, SINGLE FAMILY <br />RESIDENTIAL TO B-2, NEIGHBORHOOD BUSINESS FROM A 7.4 ACRE PARCEL <br />LOCATED IN THE NORTH WEST QUADRANT OF THE SILVER LAKE ROAD AND <br />COUNTY ROAD E INTERSECTION. <br /> <br />No vote was taken on this motion. <br /> <br />Counc il Bus i ness <br /> <br />Request to Initiate the <br />Rezoning of Property <br />Along Silver Lake Road <br />& Cty Rd.
