E <br />COUNTY ROAD E INTERSECTION; AND DIRECT STAFF TO WORK WITH THE Report 89-195 <br />DEVELOPER IN THE IDENTIFYING OF PROPOSED B-3 USES. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Mattila said the timeframe for the rezoning process is up to the <br />applicant, but noted four public hearings would be required <br />including a PUD application and hearing. Mr. Pratt said his company <br />understands the requirements and applications. <br /> <br />Benke noted that poss i b 1 e easements may be needed in order to <br />connect the residential area to Driftwood Park. <br /> <br />Williams noted his concerns of the possible traffic problems and <br />competition to the area businesses. <br /> <br />Margaret Egan, Fi nance Di rector, presented for cons i derat i on the <br />proposed tax levy and 1990 annual budget. <br /> <br />Egan explained that the Truth in Taxation Law requires that the City <br />provide Ramsey County with a proposed 1990 tax levy and proposed <br />1990 budget by August 1, 1989. Compliance with this requirement is <br />difficult due to the uncertainty of the tax law. <br /> <br />At this time, the best information available for the tax levy <br />assumes that: the levy limit base will increase 3%, Local <br />Government Aid will increase from $1,258,000 in 1989 to $1,420,000 <br />for 1990. Bonded debt taxes will remain outside of the levy limit. <br /> <br />The total taxes proposed are $2,882,500 with this representing the <br />maximum that the City has authority to request. The actual tax <br />amount will be determined once final data is furnished by the State <br />and is expected to be substantially less. <br /> <br />The taxes proposed will be used to finance the 1990 proposed budget. <br />The service cost of this budget is estimated at $9,730,000. <br /> <br />Egan verified that the City retains the right to modify the proposed <br />levy and budget based on changes in current law/or changes in need <br />as determined by the Council. <br /> <br />Certifying Proposed Tax <br />Levy and Proposed 1990 <br />Annual Budget <br />Report 89-196 <br />Resolution 89-98 <br />
