<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />July 25, 1989 <br /> <br />Page 7 <br /> <br />Council Business, continued <br /> <br />Motion by Benke, seconded by Brandt, to WAIVE THE READING AND ADOPT <br />THE RESOLUTION CERTIFYING PROPOSED TAX LEVY AND 1990 BUDGET IN <br />COMPLIANCE WITH THE TRUTH IN TAXATION LAW. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />David Childs, City Manager, presented recommendations for the City's <br />legal services. <br /> <br />Recently, the Council requested staff to review the City's legal <br />servi ces arrangements. The cunent arrangements are as fo 11 ows: <br />Prosecution Services Steneroden & Hughes; Development <br />Agreements/Bond Counsel - Briggs & Morgan; Air Quality Board- <br />LeFevere, Lefler, etal.; Water Contamination Litigation - LeFevere, <br />Lefler, etal.; General Legal LeFevere, Lefler, etc.; <br />Condemnation/Real Estate - Holmes & Graven. <br /> <br />To clarify the City's needs, several staff meeting::; were held to <br />study legal requirements, the current status of legal services and <br />to look at potential changes which could be made to improve the <br />existing system. Based on staff discussions, it was recommended to <br />interview LeFevere, Lefler, etc. (LLKOD) and Holmes & Graven for the <br />general legal and development packages. <br /> <br />The meetings and discussions have resulted in the following staff <br />recommendations: <br /> <br />Prosecution Services - no change - Tom Hughes <br />Air and Water Quality Matters - no change - LLKOD <br />General Legal Matters - Holmes & Graven <br />Development/Redevelopment legal services - Holmes & Graven <br /> <br />Wi 11 i ams feels staff has done an exce 11 ent job in revi ewi ng and <br />presenting the material. Williams also thanked Jim Thomson, Acting <br />City Attorney, for his assistance during the interim. <br /> <br />Benke agreed that staff has done an excellent job, and concurs with <br />staff recommendation. <br /> <br />Brandt noted that Mr. Thomson is well respected and feels he has <br />done an excellent job represent"ing the City during the interim <br />basis. <br /> <br />Mr. Thomson said he has enjoyed working v'/ith the City staff and <br />looks forward to continued involvement on the Air Quality and Water <br />Contamination Matters. <br /> <br />Council Business <br /> <br />Certifying Proposed Tax <br />Levy and Proposed 1990 <br />Annual Budget <br />Report 89-196 <br />Resolution 89-98 <br /> <br />Recommendation for <br />City's Legal Services <br />Report 89-197 <br />Resolution 89-99 <br />
