<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />July 11, 1989 <br /> <br />Page 7 <br /> <br />Council Business, continued <br /> <br />It was identified that leisure demands generally fall into five <br />basic human needs categories being: social, physical, mental, <br />cultura 1, and outdoors. In additi on, age, gender, income, <br />education and employment all contribute to these leisure patterns. <br /> <br />Between 1990 and 2000 in New Brighton there will be a substantial <br />increase in population in the 25-44 and 45-75 age groups. These age <br />groups appear to be the highest demand group for recreational <br />activities in a community center. As aging occurs, more demand is <br />placed on social activities and less on sports. <br /> <br />The community attitude survey found residents favor exercise, <br />swimming, skating and gymnasium facilities. The survey also <br />indicated a strong use factor for social/educational facilities <br />including classrooms, senior center and community theater. <br /> <br />Organizations expressed needs for meeting room space, banquet needs, <br />conference facilities and gymnasium. <br /> <br />Swimming is a growing activity with 70% of the 15-25 year olds <br />indicating they would use a swimming pool. However, a large portion <br />of adults enjoy leisure pools. <br /> <br />Ice skating is declining, although still organizationally strong in <br />Minnesota. A review of available ice arenas shows a gap of service <br />for New Brighton and area high schools who need "home" ice. The <br />multi-jurisdictional nature of use would suggest a cooperative <br />venture with New Brighton, school districts and other area <br />communities. <br /> <br />A multi-purpose center would create a focal point within the <br />community. Some retail services which might be considered in <br />conjunction with a center may include: child and adult care, travel <br />services, information services, health information, restaurant, <br />library, financial counseling, licenses and permits, medical and <br />dental services, video information center and educational services. <br /> <br />The National Guard Armory warrants consideration as part of the <br />community center because of the availability of joint use facilities <br />at a potentia 11 y reduced cost, but the city needs to cons i der <br />compatibility of image and the impact of priority use and control <br />by the National Guard. <br /> <br />Gunderman noted the potenti a 1 for shared use costs wi th school <br />districts and bordering cities. <br /> <br />Council Business <br /> <br />Community Center Task <br />Force Report <br />Report 89-183 <br />
