Ongoing maintenance for the <br />boulevard trees would average about $6,500 annually. <br /> <br />Benke asked if extending the County Road E project to Stinson <br />Boulevard has been considered. Proper feels this area may be <br />included in a future project. <br /> <br />Council received a letter from a resident advocating the inclusion <br />of Segment A into the project. Proper feels Segment A would be the <br />most lengthy project because of the Soo Line Railroad negotiations. <br /> <br />Benke suggested a trail connection at the North side of 1-694 to the <br />South end entrance of Long Lake Park. This trail would provide for <br />pedestri an access to the south end of Long Lake Park from the <br />downtown area. <br /> <br />Benke questioned the plan to loc~te the sidewalk on the west side <br />of Old Highway 8. Benke ~uggested installing a sidewalk along First <br />Street and 8th Avenue. <br /> <br />Larson asked if there is a significant boulevard width difference <br />between the east and west side of Old Highway 8. Ms. McRostic said <br />the boulevard widths on either side are similar. <br /> <br />Brandt feels decreasing the width of Old Highway 8 would create a <br />more attracti ve area on the street I s w~st si de and provi de more <br />space for the business tenants. <br /> <br />Proper sai d constructi ng 01 d Hi ghway 8 wi th a 14 foot standard <br />center left turn lane would provide for 10 feet of boulevard and <br />sidewalk space. Also, the traffic capacity would be left intact. <br /> <br />Williams asked if a penalty or reimbursement is required if Old <br />Highway 8 is narrowed. Proper said an unappreciated life cost would <br />be computed and the City would reimburse Ramsey County. <br /> <br />Williams feels Segment A and the County Road E Project should be <br />done in conjunction with each other. <br /> <br />Mr. Jim Norton, O.S.M., feels the railroad permit process may delay <br />the Segment A project. <br /> <br />Proper feels the Greenway and County Road E projects should require <br />multiple contracts. <br /> <br />Council Business <br /> <br />Greenway Corridor <br />Streetscape Feasibility <br />Study <br />Report 89-170 <br />
