<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />June 27, 1989 <br /> <br />Page 4 <br /> <br />Council Business, continued <br /> <br />To allow for a bike lane in the downtown area, it is recommended to <br />prohibit street parking in the downtown area. The City Hall and <br />Veteran's Park provide for walking and biking trails and sitting <br />areas. <br /> <br />Long Lake Park is an important desti nati on poi nt and poses an <br />opportunity to make connections into the park with walk and bike <br />trails. Ramsey County has proposed to develop a major bikeway <br />system which includes Long Lake Park. <br /> <br />One important issue of this study has been the removal of power <br />poles. The plan recommends that powerlines be buried in order to <br />imp 1 ement the ideas proposed. One a lternat i ve to underground <br />powerlines is to plant low growing street trees which would shield <br />but not interfere with the powerl ines. The Redmond Linden or <br />I ronwood trees were suggested. One other a lternati ve is to bury <br />only the television cable and secondary transmission lines. <br /> <br />Les Proper, City Engineer, said the following recommendations are <br />being proposed to Council: <br /> <br />Accept the final report as the official plan for the <br />development of a Greenway Corridor on Old Highway 8. <br />Order the preparation of plans and specifications for the <br />construction of the County Road E sidewalk and the sidewalk and <br />feature elements on segment 0 and B of the Greenway Plan. <br />Retain O.S.M. to provide the engineering services for the <br />project. <br />Direct the remaining segments of the Old Highway 8 sidewalk and <br />other elements be programmed into the City Capital Improvement <br />Plan. <br /> <br />Les stated that the street lighting and tree elements should be tied <br />to a major development, such as the armory or possible redevelopment <br />of the pole yards. <br /> <br />The project has been divided into six separate segments. Segments <br />Band 0 and the County Road E sidewalk are proposed for construction <br />in 1989. <br /> <br />The total construction cost is $239,054 with $160,441 being paid by <br />MSA funds. Segments Band 0 would be covered by MSA funds, but the <br />County Road E sidewalk would not be eligible for MSA funding, The <br />County Road E sidewalk plan would cost $60,775.
