I

I

I

Council Meeting Minutes
June 27, 1989

Page 3

Public Hearing - none

Council Business

Laurie McRostic, Gair and Associates presented the results of the
Greenway Corridor Streetscape Feasibility Study.

Ms. McRostic said the plan evolves around several destination points
used for walking or biking hails. These points of interest
include: Hansen Park, McDonalds, Dairy Queen, Veterans Park, City
Hall, Long Lake Regional Park, Trunk Highway 96 Trail Corridor
Connection, and the Ramsey County Library.

A sl ide presentation was made to further explain the proposed
improvements.

A pedestrian walkway system is proposed for the west side of Highway
8 with a five foot concrete sidewalk separated from roadway with a
six foot boulevard. A bike lane is proposed on both sides of the
road traveling north and south from County Road 0 to Highway 96 and
joining into the regional bikeway system.

Trees would be planted 50 feet apart on both sides and street
lighting installed every 75 feet on alternate sides.

The County Road E proposal connects Silver Lake Road to Highway 8.
The walkway system would include a six foot boulevard with a five
foot concrete sidewalk along the North side of County Road E.

A future project is planned to connect Jones Lake to the walkway
system also includes a nature trail around the lake.

The south end of Highway 8 preceding the railroad bridge, has ample
boulevard space for walkways and bikes. A walkway would be
installed under the railroad bridge.

There are some boulevard width restrictions on Second Street NW and
farther north on Highway 8. It has been suggested to narrow the 72
foot road width on Highway 8 to allow for boulevard space on the
west side. Ramsey County has been contacted about the narrowing of
Highway 8 and feels it would be feasible.

The power poles on the east side of Highway 8 impact the proposed
landscape plans, but alternative plans will be discussed later.

A small sitting area could be installed in front of the Tri-City
Legion building, and the grass triangle landscaped with flowers or
bushes.

Public Hearing

Council Business

Greenway Corridor
Streetscape Feasibility
Study
Report 89-170
