Brandt and Benke also agree to proceed with the <br />County Road E project. <br /> <br />Howard Herman, 5oo--8th Avenue NW, favors the proj ect, but noted <br />the lack of boulevard space on his property. Mr. Herman supports <br />the alternative of narrowing Old Highway 8 and locating the sidewalk <br />on the west side. <br /> <br />Lynn Edmondson, resident of Windsor Green Townhomes, said the <br />residents support the County Road E project, but request handicapped <br />ramps be included in the project. Benke said handicapped curbs will <br />be installed. <br /> <br />Benke asked if the entire Greenway Plan could be completed in 1989. <br />Mr. Norton feels the approval for narrowing Old Highway 8 would not <br />be a problem, but noted the deadline for MSA funding is September <br />1st. <br /> <br />Motion by Gunderman, seconded by Brandt, to AUTHORIZE THE <br />PREPARATION OF PLANS AND SPECIFICATIONS FOR THE CONSTRUCTION OF THE <br />COUNTY ROAD E SIDEWALK AND THE SIDEWALK FEATURES TO BE CONSTRUCTED <br />IN 1989. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Benke supports the alternative landscape plan to the undergroundin9 <br />of the powerlines. <br /> <br />Brandt also favors the alternative landscape plan, but feels Council <br />should reaffirm the policy of requiring installation of underground <br />powerl i nes in new developments. Benke agreed wi th Brandt to <br />reaffirmation of the policy. <br /> <br />Motion by Larson, seconded by Brandt, to APPROVE THE ALTERNATE WHICH <br />PROVIDES FOR THE LANDSCAPE PLAN IN LIEU OF BURYING OF THE <br />POWERLINES. <br /> <br />5 Ayes- 0 Nayes, Motion Carried <br /> <br />Proper said MSA funding allows a City to accrue two times it's <br />annual allotment. Currently, New Brighton's accrual is $758,000, <br />which is less than required for the proposed Greenway Project. The <br />project woul d need to be approved by September 1st to avoi d a <br />penalty or reallocation of funding.
