Page 2 <br />EXPLANATION/SUMMARY (attach supplemental sheets as necessary) <br />The City Council continued this item from its July 25th meeting. The purpose of this item was to <br />consider a Site Plan for a new McDonald's facility, to be built on the site of the existing McDonalds at <br />the corner of Palmer Drive and Silver Lake Road. The existing McDonalds would be demolished. The <br />applicant is also requesting a Minor Subdivision for the purpose of swapping land with Minar Ford to <br />create a new entrance to Minar Ford, and provide additional land available for the development of the <br />new McDonald's building. <br />The purpose of the continuation was to provide time to address traffic issues and consider changes to <br />Minor Ford's site plan. Since July 25th, staff has directed Glen Van Wormer with the engineering firm of <br />Short Elliott Hendrickson Inc (SEH) to analyze the traffic impact of both McDonald's and Minor Ford's <br />proposals. In addition Minor Ford submitted its own application for Special Use Permit, Non-conforming <br />Use Permit and Site Plan Review. On August 18, 1998 a public hearing was held before the Planning <br />Commission to consider these applications. <br />SEH concluded in its traffic analysis that the traffic impacts of creating a new joint entrance for <br />McDonalds and Minor Ford from North Innsbruck Drive were minimal. This access drive currently <br />serves McDonalds only. Traffic will increase at this driveway with the addition of access to Minor Ford. <br />SEH concluded that the access drive will continue to operate adequately. Glen Van Wormer will be in <br />attendance at the City Council meeting to address any questions regarding traffic issues. <br />The Minor Ford applications are a separate agenda item on tonight's meeting.
