<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />June 13, 1989 <br /> <br />Page 4 <br /> <br />Public Hearings - None <br /> <br />Council Business <br /> <br />Les Proper, City Engi neer, presented Consent Agenda Item #6, a <br />request to ban parking on the south side of 4th Street NW between <br />Old Highway 8 and 12th Avenue NW. <br /> <br />Proper received a telephone call from Mr. Dick Aplikowski, owner of <br />the Oak Grove Trailer Park, requesting the City consider a parking <br />ban on the south side of 4th Street NW between Old Highway 8 and <br />12th Avenue NW. Mr. Aplikowski noted the lack of curbing on the <br />south side of 4th Street NW and grass damage due to cars parked on <br />the boulevard. Customers of the Tri-City Legion account for a high <br />percentage of the parking. <br /> <br />A more serious problem than the grass damage, is the 25 foot width <br />of 4th Street which becomes impassable for fire and rescue vehicles <br />when cars are parked along both sides. In order to keep 4th Street <br />passable for fire and rescue vehicles, one side of 4th Street should <br />be posted no parking. The south side would be the most logical side <br />to post. <br /> <br />Po 1 ice, Fi re and Pub 1 i c Works have revi ewed the request and are <br />unanimously in favor of the parking ban. <br /> <br />The parking ban will result in a loss of approximately 20 parking <br />spaces in the vicinity of the Tri-City Legion. <br /> <br />Benke asked if the loss of these parking spaces would cause parking <br />problems for the surrounding residential streets. John Kelley, <br />Chief of Police, acknowledged the parking problems on 4th Street NW <br />and the need for emergency vehicle access. Kelley feels there could <br />be additional problems if Tri-City customers park on the surrounding <br />residential streets. <br /> <br />Mr. Pat Rother, 490--9th Avenue NW, presented a petition signed by <br />residents along the west side of 9th Avenue NW. The petition <br />requests Council to consider posting the area "residential parking <br />only". The residents are concerned that overflow Legion parking <br />may become a prOblem in the area. <br /> <br />Benke feels the parking ban on 4th Street is necessary because of <br />emergency vehicles access.
