<br />I <br /> <br />I <br /> <br />1 <br /> <br />Council Meeting Minutes <br />June 13, 1989 <br /> <br />Page 5 <br /> <br />Council Business, continued <br /> <br />Motion by Benke, seconded by Williams to WAIVE THE READING AND ADOPT <br />THE RESOLUTION BANNING PARKING ON THE SOUTH SIDE OF 4TH STREET NW <br />BETWEEN OLD HIGHWAY 8 AND 12TH AVENUE NW; AND DIRECT STAFF TO <br />INVESTIGATE THE PETITION AND PRESENT THEIR FINDINGS AT THE JULY 11, <br />1989, COUNCIL MEETING. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />John Kelley, Chief of Police, presented an update on the <br />accreditation on-site results. <br /> <br />Council Business <br /> <br />Prohibition of Parking <br />on a portion of 4th <br />Street NW lying west <br />of Old Highway 8 <br />Report 89-152 <br /> <br />Report on Police <br />An assessment team from the National Commission on Accreditation of Accreditation Process <br />Law Enforcement Agencies (CALEA) conducted their on-site evaluations Report 89-157A <br />of the New Brighton Police Department on June 3rd to June 8th. <br /> <br />A specifically designed tour of the city was conducted to view the <br />good and bad areas. The team was surprised by what we felt were bad <br />areas, both in quantity and quality. The tour was followed by a <br />static display of equipment in the City Hall parking lot and a room <br />by room tour/inspection of our facility. <br /> <br />The team spent several days verifying proof of compliance with CALEA <br />standards. Staff ass i sted the team in answeri ng questi ons and <br />searching for additional proof of compliance. <br /> <br />A public comments hearing was held on June 5th, and was video taped <br />for the commission. The only people to appear were four <br />accredi tati on team offi cers from Ri chfi e 1 d. On June 6th and 7th <br />staff handled telephone calls from residents regarding the process. <br /> <br />An official debriefing found New Brighton to be in compliance. The <br />accreditation process involved 908 compliance standards. Because <br />of New Brighton's size, we were not required to comply with all <br />standards, but had to state reasons for being exempt. <br /> <br />The team was impressed by the static display, and felt departmental <br />personnel were prepared for the on-site evaluation. Special <br />comments were made about staff! slivery posi ti ve approach II to <br />training, cooperation with other departments, the physical fitness <br />program, and efforts to improve the police image. <br />
