I

I

1

Council Meeting Minutes
June 13, 1989

Page 6

Council Business, continued

The team identified several areas which were deemed to be in
compliance, but need additional work. The areas were: civil
disturbance plan, distribution and destruction of juvenile records,
destruction of intelligence files, and the entire chapter on
Classification and Delineation of Duties and Responsibilities.

Kelley noted there are approximately 20,000 law enforcement agencies
in the U.S. with currently only 106 accredited. The designation
would list New Brighton in the top one-half of one percent of the
law enforcement agencies in the country.

The New Brighton Police Reserve Program and the Voluntary Fitness
Program may be considered National exemplary projects.

The accreditation hearing will be held on July 29, 1989, in
Columbus, Ohio. Staff members will be present to answer questions.

Benke spoke to one of the assessors and said they have found the
staff to be very professional and cooperative.

Council congratulated the Pol ice force for their work on this
exciting venture.

David Childs, City Manager, presented the petition for action on the
Long Lake northern access.

The Ci ty rece i ved a pet it i on from res i dents of the Mi ss i ss i pp i
Street area requesting the city expedite the planned trail. The
residents noted that the only access to the park is via Old Highway
10, which is a busy truck route and is unsafe to cross.

The master plan for development of Long Lake Regional Park calls for
development of a trail and bridge access from Mississippi Street.
Funding for this development is to come from state bond funds
administered by the Metropolitan Council and Ramsey County. State
Bonding bills are usually considered in even numbered years, but the
request was turned down and will be reconsidered next year.

Ramsey County said they would welcome assistance in the project and
have prepared a cost estimate. If the city decided to proceed with
the project, a repayment schedule would be negotiated, plans and
specifications would be prepared and the project would be bid during
winter 1989-90 with construction in early 1990.

Council Bus i ness

Report on Police
Accreditation Process
Report 89-157A

Petition for Action on
Long Lake Northern
Access
Report 89-157A
