PAUL IR003/004 <br />Mr. Cary Teague <br />August 18, 1998 <br />Page 2 <br />Traffic Operations <br />The traffic generated by the proposed development was distributed to the adjacent roadways based <br />on the trade area for the land uses and traffic flow patterns due to roadway geometries and location <br />of site accesses. For example, the McDonald's may not currently be generating trips at its full <br />potential due to internal circulation challenges with the existing site layout. It is likely there will be <br />a slight increase in the volumes when the site layout is changed. <br />A majority of the traffic wanting to enter the various sitcs will be coming from the south using Silver <br />Lake Road. Silver Lake Road is a divided highway between 1-694 and Innsbruck Drive and these <br />vehicles cannot mare a left turn movement into the various sites from Silver Lake Road. Since a U- <br />turn is not allowed at the intersection of Silver Lake Road and Innsbruck Drive. vehicles have been <br />observed rerouting through both the Lund's parldng lot and the McDonald's parking lot in order to <br />turn around and go south to acocess the sites f om Silver Luke Road. These types of maneuvers should <br />be nearly eliminated with the proposed new roadway. <br />Some vehicles from the residential neighborhood to the west of Miner Ford use the frontage road to <br />go south on Silver Lake Road. The number of vehicles is relatively small and will not adversely affect <br />the alternate routes the traffic must use if the frontage road east of 27th Avenue is closed. <br />Specifically, the intersection of Innsbruck Drive and 27th Avenue currently operates well and will not <br />be adversely affected by the change in traffic patterns. <br />The most noticeable traffic impact will be at the intersection of Innsbruck Drive and Miner Road. The <br />vehicles making the left turn movement frmm wecthound Innchniek DHve to gn. mnrhhnnnrl nn Mi nar <br />Road will increase in the P.M. Peak Dour from 52 vehicle trips to 127 vehicle trips. In the A.M. Peak <br />Hour the number of trips will increaso from 72 trips to 261 trips. The increase in left turns is due to <br />the Miner Ford traffic using the new roadway, the relocation of the accesses for the office buildings <br />west of McDonald's and the slight increase in McDonald's traffic because of the new site layout. The <br />increase in vohunes is not expected to create any major problems. The conflicts that left turn traffic <br />could be impeded by are mitigated by the fact this is a T-intersection and the overall i mersectior? will <br />have relatively low traffic volu=. <br />SUMMARY <br />The traffic impacts of creating a new entrance (Miner Road) to Miner Ford via the existing <br />McDonald's entrance are minimal. The intersection of Innsbruck Drive and Miner Road will see the <br />greatest increase in traffic because it is changed from an access for McDonald's only to an joint access <br />for McDonald' s, Minar lord _ . Finally, the intersection <br />will continue to operate adequately regardless of the added traffic.
