Page 3 <br />EXPLANATION/SUMMARY <br />To consider a request for a Special Use Permit, Non-conforming Use Permit and Site Plan review to add <br />a new entrance to Minar Ford. This review is required as part of the previously reviewed Site Plan and <br />Minor Subdivision for McDonald's to construct a new restaurant. The City Council required that a Site <br />Plan must be reviewed for the Minar Ford, to determine the impacts of the proposed new entrance from <br />Innsbruck Drive. <br />The applicant, along with the McDonald's Group had also requested a Minor Subdivision for the purpose <br />of swapping land with Minar Ford to create a new entrance to Minar Ford, and provide additional land <br />available for the development of the new McDonald's building. The Planning Commission previously <br />-recommended approval of the Minor Subdivision. <br />The Planning Commission raised several concerns during its review of Minar Ford's plans and voted to <br />recommend denial of Minar Ford's applications. The Planning Commission actually wanted to continue <br />this item to the September Planning Commission meeting in order to provide time for Minar Ford and <br />staff to respond to the issues raised. Minar Ford requested that the Planning Commission take immediate <br />action on their proposals out of concern that any delay would terminate McDonald's project. Without the <br />approval of both Minar Ford's and McDonald's projects, neither will proceed. Based on the information <br />available the night of the Planning Commission meeting, the Planning Commission recommended denia <br />of Minar Ford's applications. <br />The key issues and questions were raised by the Planning Commission included the following: <br />1. Was traffic generated by Norwest Bank located on the North side of North Innsbruck Drive taken <br />into consideration by SEH when they did their traffic analysis of the Minar Ford and McDonald's <br />proposals? <br />2. Could a "U" turn be accommodated on Silver Lake Road at N. Innsbruck Drive as a means of <br />providing to Minar Ford's Silver Lake Road access drive for North bound Silver Lake Rd traffic? <br />3. Could three lanes be accommodated on N. Innsbruck Drive in order to provide a turning lane into <br />the Minor Ford/McDonalds drive? <br />4. Areas for customer and employee's parking should be shown clearly designated on the site plan. <br />Minar Ford has been requested to respond to parking questions.
