<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />April 25, 1989 <br /> <br />Page 12 <br /> <br />Public Hearing, continued <br /> <br />Prope'r presented the public hearing for City Project 89-13, 5th <br />Avenue NW between County Road E-2 and Old Highway 8. <br /> <br />Benke has received a letter from MacGillis and Gibbs Company which <br />questioned the need for this project. <br /> <br />Marlyn Leonard, Consultant, Short, Elliot, Hendrickson, presented <br />the proposed plans. <br /> <br />Ramsey County recommends that 5th Avenue NW be reconstructed. The <br />a Hernati ves consi dered i ncl ude overa 11 roadway wi dth, the exact <br />horizonal alignment, and the orientation of the County Road E-2/Sth <br />Avenue intersection. <br /> <br />The County Road E-2/5th Avenue intersection could be realigned to <br />favor the major traffic movement. Recommended is an overall roadway <br />width of 50 feet with a sidewalk on one side. Retaining walls will <br />be used to reduce impact on adjacent properties. The vertical <br />alignment of 5th Avenue would be revised to better match driveways <br />and to improve the sight distance at 6th Street. <br /> <br />The existing right-of-way is 60 feet. All permanent and temporary <br />right-of-ways will be acquired by the City. Additional permanent <br />right-of-way is anticipated so that retaining walls will be on <br />public property. <br /> <br />County State Aid and Municipal State Aid gas tax funds would pay for <br />80-90% of the total reconstruction cost. Assessments to benefiting <br />property owners will be determined by the City when revised <br />construction plans are available. <br /> <br />An informational open house for this project was held on Monday, <br />March 6, 1989. <br /> <br />Benke asked if the timing of this project would conflict with the <br />Long Lake Bri dge reconstructi on. Wayne Leonard, Ramsey County <br />Public Works, could not verify, but said there is a possibility that <br />the I-694 Long Lake Bridge reconstruction project may be moved to <br />1991. <br /> <br />He City wi 11 be requi red to pay for certai n parts of the project <br />in accordance with Ramsey County policy. The City will be required <br />to pay 100% of the cost of new right-of-way, 100% of the sidewalk, <br />75% of curb and gutter, and a small portion of the storm sewer based <br />on construction drainage areas. <br /> <br />Public Hearing <br /> <br />Upgrading of 5th <br />Avenue Project <br />Report 89-120 <br />Resolution 89-65 <br /> <br />9:27-10:05 p.m. <br />
