<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />April 25, 1989 <br /> <br />Page 5 <br /> <br />Public Hearing, continued <br /> <br />Option #1 shows a 32 foot curved street. which would be centered <br />within the existing right-of-way. Most of the street widening would <br />occur on the North side. This option would not require any right- <br />of-way acquisition and would save the corner hedges. Benke asked <br />if the curve in the road would be a safety factor. Proper said the <br />curve would be very slight and would not cause any traffic or safety <br />problems. <br /> <br />Benke asked if comparative cost analysis has been performed on <br />right-of-way acquisitions for these options. Proper said the cost <br />difference is only $1,000-2,000 and feels it would not be a <br />significant factor. <br /> <br />The following streets are to be constructed 24 feet wide with one <br />side posted llNo Parking": all of 12th Avenue NW, all of 13th Avenue <br />NW, and 14th Avenue NW north of 13th Street. Both sides of the <br />streets have equal parking space, but the location of mail boxes <br />s~ggest that no parking be on the east side of 12th Avenue and 14th <br />A~enue and the north side of 13th street. <br /> <br />Staff originally recommended parking be banned on the west side of <br />12th Avenue and 14th Avenue because the property needed for widening <br />of 14th Avenue NW between 15th Terrace and 16th Terrace should be <br />taken on the west side due to the right-of-way configuration. The <br />properties on the east side of this part of 14th Avenue provide for <br />sufficient right-of-way for a street with parking but the west side <br />does not. The lots on the west side chose to give up street parking <br />on their side to have a 24 foot wide street which gives eight more <br />feet of lawn space. It appears either side would work <br />satisfactorily, providing it is a continu0us parking ban. <br /> <br />Proper and Jim Kalkes, 1681--14th Avenue NW, met on April 3, 1989, <br />to discuss the proposed storm sewer. Mr. Ka 1 kes stated his <br />preference to continue allowing drainage to flow over the surface <br />of his lot rather than conveying it to the lake in a pipe. Staff <br />feels this option would be satisfactory and added it would simplify <br />the design and eliminate the assessment area. If a storm sewer is <br />desired at some future time, it could be installed without much <br />additional cost. <br /> <br />Benke asked if the property owner waul d have an ob 1 i gati on to <br />maintain the natural course of the drainage, and would the City <br />incur future obligation for any problems which could develop.
