I

I

I

Council Meeting Minutes
April 25, 1989

Page 1

Public Hearing, continued

Mr. Kalkes presented a petition from all but one resident of 14th
Avenue north of 16th Terrace. The petition states that the
residents request that driveover curbing be installed in their area.
The reside~ts feel their curbing should match the curbing on Hipp.s
Point and would also give more parking flexibility.

Proper noted that driveover curbing causes lawn erosion and snow
removal problems.

Hugh Bredenbeck, 1449--15th Terrace NW, favors driveover curbing in
the entire area. He feels the curbing would act as a barrier to
keep water from running into driveways and prevent debris from
collecting in the curbing. He noted that driveover curbing is found
in 75% of the City.

Mr, Bredenbeck did not sign the petition for widening 15th Terrace,
anQ feels keeping the 24 foot width would retain the appearance of
the street and front yards. A parking ban would provide for greater
visibility and safety.

Marion by Benke, seconded by Gunderman, to CLOSE THE PUBLIC HEARING
ON THE LONG LAKE AREA STREET RECONSTRUCTION PROJECT 89-7.

5 Ayes - 0 Nayes, Motion Carried

Benke feels the project should proceed, but several decisions need
to be made. Benke suggested the following discussion items: width
of streets, type of curbing, parking ban, 15th street alignment, and
drainage/storm sewer.

Benke feels all streets should be constructed at the 32 foot width
except for: all of 12th Avenue NW, all of 13th Avenue NW, and 14th
Avenue NW north of 15th Terrace. Gunderman agreed with Benke.

Brandt noted other locations, which installed the 32 foot width
streets, have improved the appearance of thei r nei ghborhood and
increased property values. Also, a 32 foot width street seems to
increase the safety factor.

Williams favors Option #2 for 15th Terrace because it appears to be
the least disruptive to the residents and salvages the hedges.

Ed Sasey, 1540--14th Avenue NW, favors Option #2 which seems to make
th~ best of the situation.

The rest of the Council agrees that Option #2 would be the best
alternative.

Public Hearing

Long Lake Area Street/
Storm Sewer Improvemen
Report 89-118
Resolution 89-62

7:45-9:05 p.m.
