<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 28, 1989 <br /> <br />Page 11 <br /> <br />Public Hearing, continued <br /> <br />7. <br />Mot i on by Gunderman, seconded by Benke, to CONTINUE THE PUBLIC <br />HEARING OF THE IMPROVEMENT PROJECT 89-7, LONG LAKE AREA STREET <br />RECONSTRUCTION TO APRIL 11, 1989, AND DIRECT STAFF TO INVESTIGATE <br />THE ISSUES OF STORM SEWER DRAINAGE, STREET WIDTH, PARKING, AND THE <br />PROPOSED SKEWING OF 15TH STREET. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Counc il Bus i ness <br /> <br />Proper presented a request from Mr. Dave Kennedy, 319--1st Avenue <br />SE, requesting the City reimburse him $240.00 for thawing his water <br />service. <br /> <br />On Saturday, March 11, 1989, the City maintenance department <br />received a call that Mr. Kennedy had no water service after <br />returning from a week long vacation. Maintenance diagnosed the <br />probl em as frozen water servi ce and informed Mr. Kennedy of the <br />procedures to follow. <br /> <br />On Monday, March 13, 1989, Mr. Kennedy called the two City listed <br />welding firms and both were unavailable. Ted Wolke~storfer, Public. <br />Works Superintendent, suggested Mr. Kennedy contact General Welding <br />Company. <br /> <br />General Welding attempted to thaw the service by hooking from the <br />curb box to the house for 45 mi nutes at.:t 345 amps, but di d not have <br />success. Assuming that the service was frozen, G.W. hooked to the <br />fire hydrant across the street to the curb box, but no continuity <br />occurred. Wolkerstorfer explained to Kennedy the City could drill <br />the main and put rods onto the main to get conductivity, but would <br />not be able to do this until Tuesday morning. <br /> <br />On Tuesday morning, staff drilled the main and put the rod onto it, <br />thell the welder hooked onto the road and curb box and applied amps <br />to thaw the servi ce. Mr.. Kennedy IS servi ce resumed on Tuesday <br />morning. <br />According to the Water and Sewer Service Policy, the City shall <br />asswne the cost of thawing frozen private water service which are <br />in normal use during the winter months if freezing occurs in the <br />"City installed portion; and provided the depth of cover over the <br />service is as it was originally installed and has not been reduced. <br /> <br />Proper explained that water service was not in normal use while the <br />Kennedys were on vacation.
