The existing street ~urfacing is extensively Long Lake Area Street <br />cracked and bumpy from traffi c, weather, and years of patchi ng. Improvement Project <br />Most of the streets, except 15th Street and a portion of 14th Report 89-84 <br />Avenue, have substandard wi dth and no curbi ng. Due to 1 ack of <br />curbing, the edges of the streets are broken and eroding from <br />traffic and street drainage. The streets vary in width from about <br />22 to 26 feet wide. Fifteenth Street NW and the south half of 14th <br />Avenue NWare in slightly better condition than the other streets <br />in the project. These two streets have bituminous curbing and have <br />the City standard width of 32 feet. <br /> <br />A public informational meeting was held on November 28, 1988, with <br />32 residents in attendance. At this meeting, staff prese~ted the <br />recommendations and a question and answer period followed. <br /> <br />The residents' key issues were narrower streets and no curbing. <br /> <br />A second infol'mational meeting was held on January 30, 1989. At <br />this meeting staff presented a more detaiiad explanation of the <br />wid~ning of the streets. Test results using a City fire truck and <br />snowp low were used to determi ne street wi dths. Th i rty resi dents <br />attended the second informational meeting. A considerable amount <br />of discussion was focused on the street width issue, and to a lesser <br />extent, the need for curbing. <br /> <br />Proper explained that a 24 foot wide street would require a full- <br />time unconditional parking ban along one side for the life of the <br />new street. If the Ci ty were to dev; ate from the City standard <br />width, all residents must understand the trade-off of the parking <br />ban for the narrower street. <br /> <br />The estimated assessment rate for the project without curbing, based <br />on the City picking up 75% of the bituminous surfacing cost was also <br />discussed. Part of the reasoning for the City picking up the 75 % <br />is for the street to be constructed to the City standard section. <br />Concrete curbs and gutters convey the surface drainage and hold and <br />protect the edges of the road. Without curb and gutter, the road <br />edge would erode and break up from traffic and weather. <br /> <br />The proposed construction consists of the reconstruction of the Long <br />Lake Area streets with storm sewer, barrier-type concrete curb and <br />gutter and a 7..ton des i gn bi tumi nous surface. Staff recommends that <br />all the streets, except 12th Avenue and the portion of 14th Avenue <br />north of 15th Terrace be constructed to the standard 32 foot width. <br />
