Report 89-84 <br /> <br />Staff recommended that 12th Avenue and the portion of 14th Avenue <br />north of 15th Terrace be constructed 24 feet wide with no parking <br />posted along one si de due to narrow ri ght-of-way and the short <br />setback of garages and other structures on those streets. <br /> <br />The northerly tip of 14th Avenue, Hipp's View Point, is currently <br />24 feet wide with concrete curb and gutter. This short section is <br />not included in this project. <br /> <br />As in all street rehabilitation projects, the driveways and <br />boulevards will be sloped back to match the new streets. Concrete <br />driveways will be replaced with concrete and bituminous driveways <br />with asphalt. All catch basins, manholes and watermain valve boxes <br />will be reset flush with the new street surfacing. <br /> <br />The utility billing records show a few of the lots have private <br />wells. There is no City requirement that residents connect to City <br />water, but these lots are provi ded with a servi ce stub. A few <br />vacant and subdividable lots in the project require water and sewer <br />service stubs. The City will give these owners the option of <br />installing the stubs themselves instead of including them in the <br />City project. <br /> <br />Regarding the parking situation on 14th Avenue, Brandt felt it would <br />be more efficient to allow parking on the west side of the street <br />due to the hi gher amount of dri veways on the east side. Brandt <br />suggested surveying the residents on their parking preference. One <br />resident, who lives on the west side of the road, commented that a <br />high percentage of the parked cars belong to the people on the east <br />side. Another resident noted that the parking ban on the west side <br />could cause problems with the delivery of the mail since the <br />mailboxes are on the east side of the street. <br /> <br />The recommended pl an i ncl udes: 1) 32 foot street wi dths on 16th <br />Terrace, 16th Street, 15th Terrace, 15th St~eet, 13th Street and <br />14th Avenue south of 15th Terrace, and 24 foot street widths on 12 <br />Avenue and 14th Avenue north of 15th Terrace, 2) Barrier-type <br />concrete curb and gutter on all streets, and 3) Storm sewer. The <br />total project cost of the recommended plan ;s $561,068. <br />
