The storm sewer and utility service stubs would also be <br />required. The total project cost for the narrow street plan is <br />$522,386. <br /> <br />The no curbing plan includes 32 foot street width on all streets <br />except 12th Avenue and 14th Avenue north of 15th Terrace, wh i ch <br />would again be 24 feet wide. The total project cost for the no <br />curbing plan is $497,144. <br /> <br />If approved, the project requires the issuing of special assessment <br />improvement bonds, which would be paid off by a c9mbination of <br />special assessments levied against the benefiting properties, and <br />a general debt levy. Speci a 1 assessment bonds are not i ncl uded <br />within the City's levy limits, even though they can be partially <br />paid off using general taxes. The statutes governing special <br />assessment bonds require that a minimum of 20% of the bond cost be <br />paid thorough special assessments. <br /> <br />I n accordance with the assessment pol i ci es of our Comprehens i ve <br />Street Plan, 25% of the street surfacing costs is special assessed, <br />100% of the curb cost is speci a 1 assessed on streets wi th no <br />existing curb and 50% of the curb cost is special assessed on <br />streets with existing bituminous curbing. The special assessment <br />portion of the street cost is assessed against the benefiting <br />properties in the project. The portion of the street cost which is <br />not special assessed is paid through a City-wide tax. <br /> <br />Individual properties are special assessed for the street based on <br />the amount of assessable frontage their lot contains and if they <br />have no curb or bituminous curb. Lots with existing bituminous curb <br />receive a 50% curb credit as compensation for their curb investment. <br />The 50% credit is based on the cost of bituminous curb being about <br />half as much as concrete curb. <br /> <br />Corner lots are assessed along their short side, which also <br />determines if a particular lot is included in a project. There are <br />a few lots north of the intersection of 13th Street and 12th Avenue, <br />which technically have no frontage on a public street. These lots <br />utilize the streets for access and rightfully should pay for a fair <br />share of this street system.
