The Street <br />assessment rate with no existing curb is $16.71 per foot. The <br />street assessment rate with bituminous curb credit is $12.29 per <br />foot. <br /> <br />The no curbing plan's special assessment portion of street cost is <br />$108,333, with the City tax portion of street cost being $296,373. <br />The street assessment rate with no existing curb is $10.15 per foot. <br />The street assessment rate with bituminous curb credit is $12.29 per <br />foot. The City staff does not recommend the no curb plan since the <br />city cost for this plan is higher and the city would still have <br />substandard streets. <br /> <br />Storm sewers are special assessed based on the contributing drainage <br />area of each lot; the City would pay for the area of the public <br />ri ght-of-way. Because of a hi gher amount of impervi ous surface, <br />ri ght-of-way contri butes proportionately to more run-off. Since <br />this affects the size of the pipe, and consequently, the cost, the <br />city traditionally charges right-of-way double the residential rate. <br />There are 16.9 acres of residential property and 5.5 acres of public <br />right-of-way in the drainage areas. <br /> <br />The special assessment portion of storm sewer costs is $55,993. The <br />City portion of the storm sewer cost for right-of-way is $36,445, <br />with the per acre rate of $3,313.18 to be special assessed. <br /> <br />The estimated cost for utility service stubs is $750.00 per stub. <br />Benke noted that residents have the option of installing these stubs <br />themselves. <br /> <br />If the project is approved, the project construction would begin in <br />July and be completed in October. The project will be assessed in <br />August, 1990. There will be a special assessment hearing at which <br />the Council will determine the amount of the assessment based on <br />actual costs, the interest rate to be charged, and the period of <br />years over which the assessment is to be spread.
