I

I

I

Council Meeting Minutes
March 28, 1989

Page 8

Public Hearing, continued

Public Hearing

'.'
Mr. Ka 1 kes asked if an envi ronmenta 1 study has been performed to
determine the type of wastes released from these sewers. Proper was Long Lake Area Street
not aware of an environmental study being performed. Improvement Project
Report 89-84
As a resident on the east side of the street, Mr. Kalkes is against
the proposed parking ban on the west side of the street.

Mr. Tom Symanski, 1208--13th Street NW, handed two petitions to the
Council. The first petition was signed by the 13th Street residents
who oppose the widening of 13th Street. The second petition, also
signed by residents on 13th Street, opposes any improvements on 13th
Street. Mr. Symanski noted both petitions represent 100% agreement
between the residents. Mr. Semanski said the residents would prefer
a parking ban on the north side of the street. Proper noted that
in order to ban parking on one side of the street, a 100% agreement
must be obtained from the residents.

Benke noted that allowing parking on the s0Jth side of 13th Street
would allow for mail carrier access on the north side. Also, the
safety of children should be considered in the parking decision.

Orv Krause, 1252--12th Avenue NW, asked if curbing for driveways
would be installed on vacant lots and would the City replace trees
and shrubs damaged during the construction. Also, Krause said he
is in favor of the improvements but feels the widening of 13th
Street should be reconsidered. Proper said the owner would make the
decision for driveway installation. The City would try to replace
the trees and shrubs damaged in the construction process.

A monthly informational newsletter will be mailed to residents
informing them of upcoming areas of reconstruction.

Hugh Bredenback, 1429--15th Terrace NW, commented that one resident
would lose a large portion of corner frontage with the straighting
of 14th Avenue right-of-way. Mr. Bredenback also favors keeping the
24 foot wi dth streets. Proper suggested the skewi ng of the 14th
Averoue right-of-way may be considered.

Dean Nelson, 1420--15th Terrace NW, said he would lose 7 feet of his
frontage with the proposed straightening of the 14th Avenue right-
of-way. Proper noted the 7 feet in questi on is Ci ty-owned. Mr.
Nelson asked if he would be compensated for the frontage loss by the
City. Benke acknowledged that Mr. Nelson would not be compensated
because the footage in question is City-owned. Mr. Nelson said he
supports a 24 foot wide skewed street with parking on one side.
