He feels this proposal would reduce property damage and Report 89-84 <br />be less expensive. <br /> <br />Pritz Bredenback, 1449--15th Terrace NW, asked what type of curbing <br />would be installed. Proper said six-inch high barrier type curbs <br />are being proposed. <br /> <br />Ed Casey, 1540--14th Avenue, will be assessed on the narrow portion <br />of his lot, but asked if he would receive a credit for the previous <br />bituminous curbing installed on 14th Avenue. Proper will <br />investigate this issue. <br /> <br />Chu:k Stark, vacant lot owner on 12th Avenue and 13th Street, feels <br />thi5 area should be roll curb because of the future development of <br />these lots. Benke stated that the preferance was that barrier curbs <br />be installed and then at a later time the developer would install <br />the driveways. Proper feels all curbing should be uniform and has <br />fourd the residents feel comfortable with the barrier type curbing. <br /> <br />Brandt asked if a device which effectively filters water going into <br />the lake from the storm sewers could be investigated. Proper <br />explained that the Rice Creek Watershed District requested the City <br />install a storm sewer on 17th Avenue in 1976. This baffle system <br />filters run-off before draining into the lake, but has been a <br />maintenance problem for the City. Proper noted that the proposed <br />storm sewer is a very small 10" pi pe. Benke suggested that <br />additional rounds by the City sweeper may help alleviate the <br />drainage problem. <br /> <br />Warren Raiche, 1501--14th Avenue NW, said the storm sewer on his <br />property has created many problems. Soapsuds from residents washing <br />cars and other drainage have caused problems. Heavy rains cause as <br />much as thl'ee feet of standi ng water at the end of the drai nage <br />pipe, and creates a potential hazard to neighborhood children. Mr. <br />Raiche suggested a drainage pipe running into Rice Creek from Long <br />Lake Road. Proper felt running additional piping to Rice Creek may <br />require easements and would be very expensive. . <br /> <br />Mr. Kalkes made a request to the City to investigate alternatives <br />to the proposed storm sewer. Brandt asked if additional amounts of <br />water would result from the proposed storm !AWer and if possibly a <br />ele\!aticn change may help. Proper verified the water flows in a <br />nat~~al course and an increase in this water flow is not expected. <br />Proper noted that another storm sewer would be installed to handle <br />the water flow from Hipp'sPoint. <br />
