<br />1 <br /> <br />I <br /> <br />1 <br /> <br />Council Meeting Minutes <br />March 14, 1989 <br /> <br />Page 10 <br /> <br />Council Business, continued <br /> <br />Moti on by Brandt, seconded by Wi 11 i ams to WAIVE THE READING AND <br />ADOPT THE RESOLUTION SETTING A PUBLIC HEARING FOR 7:30 P.M., APRIL <br />25,1989, TO CONSIDER CREATING TAX INCREMENT FINANCIAL DISTRICT #17. <br /> <br />3 Ayes - 0 Nayes, Motion Carried <br /> <br />Les Proper, City Engineer, presented for consideration a resolution <br />regarding funding for street construction in Minnesota. <br /> <br />The purpose of this item is to request the 1989 State Legislature <br />to transfer 100% of the Motor Vehicle Excise Tax (MVET) to the Road <br />Uses Fund, and to remove a sunset provision that would eliminate <br />cities and counties from sharing in the MVET funds after 1991. <br /> <br />Legislation (HF 1749), which was passed in 1988, provided for <br />continuation of the sharing by the state, counties, and cities of <br />money transferred from the MVET to the Highway User Tax Distribution <br />Fund until 1991. The Highway User Tax Distribution Fund is divided <br />62% state, 29% counties and 9% cities. 30% of the MVET was <br />transferred to the Highway User Funds in 1988. However, the 1988 <br />Legislation contains a sunset clause that will eliminate Cities and <br />Counties from sharing in the MVET funds after 1991. It is estimated <br />thi s sunset cl ause woul d amount to about a $25,000 loss in the <br />Municipal State Aid street funds New Brighton receives annually. <br /> <br />Motion by Brandt, seconded by Williams, to ADOPT THE RESOLUTION <br />REGARDING FUNDING FOR STREET CONSTRUCTION IN MINNESOTA. <br /> <br />3 Ayes - 0 Nayes, Motion Carried. <br /> <br />Pre per presented for consi derati on the acceptance of the 1989 <br />Feasibility Study for Project 89-7, Long Lake Area Street <br />reconstruction, and setting the improvement hearing for 7:30 p.m., <br />March 28, 1989. <br /> <br />Twc meetings have been held with residents in this area and good <br />attendance has been noted. The width of the street has been a main <br />concern among the residents. A number of residents voiced a <br />preference for a narrow street.
