1

III

I

Council Meeting Minutes
March 14, 1989

Page 15

,
Council Business, continued

The Consideration for the Tabulation of Bids and Recommendations of
the 1989 Contract for Diseased Tree Removal which was removed from
the Consent Agenda upon Brandt's request was brought up for
discussion.

Bids for the 1989 New Brighton/Mounds View tree and stump removal
contract were opened at New Brighton City Hall on February 23, 1989.
Fi ve tree removal fi rms submi tted bi ds and Taskmasters Inc. of
Blaine was the low tabulated bidder.

The actual tabulation of bids was based upon the application of the
1988 summary of trees, wood and stumps removed to the appropriate
figures submitted by each bidder. It should be noted that this
tabulation represents the combination of work from both New Brighton
and Mounds View.

Brandt asked if Mr. Wriskey is familiar with the contractor's work
and what would be the amount of New Brighton's portion. Rick
Wr; skey, Ci ty Forestor, sai d 1 ast year the previ ous contractor
removed 142 of 282 trees, whi ch 95 were New Bri ghton trees. Last
year, New Brighton paid a total of $17,000 as compared to $9,500 in
Mounds View. Normally, two-thirds of the portion would be New
Brighton's responsibility.

Wriskey has contacted two references for which Taskmasters Inc. had
performed services in the last eight years. Taskmasters Inc.
possess both the proper equi pment and manpower to perform the
necessary work.

Mot i on by Brandt, seconded by Gunderman to AWARD THE 1989 NEW
BRIGHTON PORTION OF THE 1989 NEW BRIGHTON/MOUNDS VIEW TREE AND STUMP
REMOVAL CONTRACT TO TASKMASTER INC.

3 Ayes - 0 Nayes, Motion Carried

The consideration of the resolution for authorizing budget reduction
(change) for payment of Cable Commission fee which was removed from
the Consent Agenda upon Brandt1s request was brought up for
discussion.

The City has received favorable information in regard to both the
cable franchise fee and the membership cost for the Cable
Commission. The good news for the franchise fee is that the 1988
revenue is $52,200 rather than the budgeted amount of $40,000. For
the Cable Commission membership, the budget variance also is
favorable --- $30,000 budget but actual cost will be $20,000.

1989 Contract for
Removal of Diseased
Trees
Report 89-60A

Budget Reduction for
Cable Commission Fee
Report 89-63
Resolution 89-43
