<br />1 <br /> <br />III <br /> <br />1 <br /> <br />Council Meeting Minutes <br />March 14, 1989 <br /> <br />Page 14 <br /> <br />Council Business, continued <br /> <br />Motion by Williams, seconded by Brandt to OIRECT STAFF TO CONTACT <br />CITY PROSECUTOR AND EXPLORE THE FOLLOWING OPTIONS: <br /> <br />1. IMPOSE FINES ON SOLICITATORS WHO VIOLATE A CITIZEN I S POSTED "NO <br />SOLICITATORS" SIGN. <br /> <br />2. LICENSE REVOCATION FOR ORDINANCE VIOLATIONS BY SOLICITATORS. <br /> <br />3. REQUIRING THAT MATERIALS (HANDBILLS, BROCHURES) BE PLACED IN <br />DESIGNATED CONTAINERS. <br /> <br />3 Ayes - 0 Nayes, Motion Carried <br /> <br />Regarding the issue of reduced water rates for seniors, disabled, <br />and low-income individuals, the Citizen Study Committee is still <br />researching this subject. A subcommittee is investigating several <br />programs with other cities and will discuss this issue with Margaret <br />Egan, Fi nance Di rector. Schmi tz and the Committee feel that a <br />recommendation to the Council will not be available until May. <br /> <br />Schmitz said the agenda for the Town Hall Meeting will generally <br />follow the same format as in previous years. The small group <br />sessions would include: AIDS - Its impact on Individuals and the <br />Community, Community Image Building, Park and Recreation Programs, <br />and Economic Development - Present and Future. <br /> <br />The Human Rights Commission suggested a discussion about AIDS in the <br />Community. Gary Novotny, Minnesota AIDS Project, will be the guest <br />speaker. <br /> <br />Community Image Building: will involve the community center/armory <br />project. <br /> <br />Pal'k and Recfeati on Programs - Trends and Pl ans for the Future: <br />wi 11 also i nvo 1 ve the community center and the new hockey ri nk <br />structure. <br /> <br />Economic Development - Present and Future: will inform the <br />res i dents on present and future proj ects bei ng proposed in the <br />community. <br /> <br />The committee hopes for a large turn-out and feels the agenda will <br />prove to be interesting. <br /> <br />Counci 1 Business <br /> <br />Citizen Study Report <br />on Unsolicited Mail <br />Report 89-77 <br />
