She was contacted by a neighbor that is <br />concerned of receiving large volumes of handbill material while away <br />on business. Brandt thanked the Committee for their consideration <br />and effort involved this project, but noted it appears to be a <br />problem without a solution. <br /> <br />Wi~liams suggested summarizing the Committee's findings in a <br />newsletter to the residents. <br /> <br />. <br />Gunderman noted court cases which were mentioned in the report, and <br />asked LeFevere if appeal of the decision would be feasible. <br />Lefevere has not reviewed the cases and is not familiar with the <br />proceedings, but would investigate upon Council recommendation. <br /> <br />Brandt commented if resi dents chose to post noti ces prohi bi ti ng <br />solicitors, would the City be legally right in fining individuals <br />who continue to peddle even though a notice was posted. LeFevere <br />said enactment of a fine to those individuals who continue to peddle <br />could be probable, but he would review th4s with the Prosecuting <br />Attorney. <br /> <br />Gunderman asked if some action can be taken regarding the literature <br />that is thrown allover resident's lawns by handbill distributors. <br /> <br />Williams questioned that if an ordinance or fine is enacted by the <br />City, would the signage, wording, and location of the sign be <br />required to be uniform. <br /> <br />Schmitz said the committee discussed the possibility of the City <br />issuing and printing these "No Solicitationll signs to present some <br />type of uniformity. <br /> <br />Gunderman suggested using a decal which would be issued by the City <br />for some nominal fee. <br /> <br />Brandt suggested the use of handbill containers outside residences <br />which would let the distributors determine if the resident wishes <br />to receive this type of material. <br /> <br />Council Business <br /> <br />Citizen Study Report <br />on Unsolicited Mail <br />Report 89-77 <br />
