<br />1 <br /> <br />III <br /> <br />1 <br /> <br />Council Meeting Minutes <br />March 14, 1989 <br /> <br />Page 12 <br /> <br />Council Business, continued <br /> <br />Ke 11 ey presented for consi derati on the specifi cati ons and <br />authorization to seek bids for a Community Warning System. <br /> <br />Counci 1 has made a budget appropri ati on for the purchase of fi ve <br />sirens for the civil defense program/community warning system. <br /> <br />The current system has seven sirens which are powered by hard wire. <br />There have been instances in which straight-line winds have damaged <br />the hard wires and caused malfunction. <br /> <br />The proposed sirens are set-off by radio systems and do not need <br />telephone wires to activate. During power failures, there is DC <br />battery-powered back-up capability to run the sirens for 15 minutes. <br /> <br />St. Paul and New Brighton are the only remaining communities in <br />Ramsey County that do not have this radio-activation siren system. <br /> <br />Motion by Brandt, seconded by Williams to AUTHORIZE SPECIFICATIONS <br />ANn THE SEEKING OF BIDS FOR A FIVE (5) SIREN COftlo1UNITY WARNING <br />SYSTEM; AND TO AUTHORIZE THE HIRING OF AN INDEPENDENT TESTING FIRM <br />TO CONFIRM THAT THE SYSTEM CONFORMS TO THE SPECIFICATIONS. <br /> <br />3 Ayes - 0 Nayes, Motion Carried <br /> <br />Gunderman noted that the earlier motion to move the Unsolicited <br />Mail, Water Rates for Seniors and Disabled, and Annual Town Hall <br />Meeting presentation has been removed because of the arrival of Ms. <br />Schmitz. <br /> <br />The Citizen Study Committee looked into two aspects of unsolicited <br />mail: direct mailings through the post office, and unsolicited <br />door-to-door handbill distribution. <br /> <br />The U.S. Office of Consumer Affairs stated that individuals who wish <br />to have their name removed from direct mailing lists should write <br />to the Mail Preference Service of the Direct Marketing Association <br />and request removal of their name and addre~s. <br /> <br />In regards to door-to-door handbill distribution, the Committee felt <br />there was little the City could do to curtail the problem beyond the <br />current ordinances. One suggestion was to post a notice on their <br />residence which prohibited door-to-door solicitors.
