<br />I <br /> <br />III <br /> <br />I <br /> <br />Council Meeting Minutes <br />February'28, 1989 <br /> <br />Page 2 <br /> <br />Special Order of Business - None <br /> <br />Consent Agenda <br /> <br />Motion by Benke, seconded by Larson to APPROVE THE CONSENT AGENDA <br />ITEMS AS FOLLOWS: <br /> <br />I. <br /> <br />CONSOLIDATED VOUCHERS: 92768-92793, 92796-92955, 92958-92972, <br />92975-92982 FOR A GRAND TOTAL OF $287,319.25. <br /> <br />2. <br /> <br />CONSIDERATION OF APPROVAL OF THE RESOLUTION AUTHORIZING <br />ADDITIONAL FUNDS FOR TRAFFIC STUDY #48824 (PALMER DRIVE AREA) <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Public Hearings - None <br /> <br />Council Business <br /> <br />Alan Kuentz, Chair of the Solid Waste Subcommittee, presented the <br />results of their study on waste management. <br /> <br />The Solid Waste Subcommittee members include: Alan Kuentz, Susan <br />Brustman, Judy Grant, Les Proper, and Dave Fridgen. <br /> <br />The Waste Management Act (WMA) imposes a 1990 ban on landfilling of <br />unprocessed wastes. An amendment to the act prohibits disposal of <br />yard wastes in mixed municipal solid wastes beginning in 1990 in the <br />Metropolitan Area. The WMA also directs counties to develop county <br />abatement plans. The Ramsey County abatement plan uses a refuse- <br />derived fuel plant, curbside recycling, yard waste composting, and <br />waste reduction education as the major means to achieve the mandates <br />and intentions of the WMA.
