But, a volume-based fee structure is offered as a possible <br />alternative. <br /> <br />Recyclables include newspaper, aluminum, glass, steel or tin cans, <br />cardboard, and non-contaminated waste paper. Yard waste includes <br />garden waste, 1 eaves, 1 awn cutti ngs, weeds and trimmi ngs. Refuse <br />i nc 1 udes everyth i ng else except spec i a 1 waste such as: 0 il and <br />batteries. <br /> <br />Susan Brustman said the subcommittee sent a letter to all <br />residential refuse haulers inviting them to a public meeting. The <br />purpose of this meeting was to hear the hauling companies. <br />recommendations and comments about the way residential refuse is <br />collected in New Brighton. The meeting was held at City Hall on <br />August 25, 1988. Representatives from eight hauling companies <br />attended this meeting. <br /> <br />None of the companies represented were interested in prOViding a <br />recycling service in the City. Several haulers felt that yard waste <br />should not be included in the EQC's list of items to be picked up. <br />The haulers said there is not a place to dump yard waste; and it is <br />not cost effective. The consensus was that a compost site should <br />be made available to residents. The residents should be informed <br />that yard waste shoul d not be combi ned wi th other soli d waste. <br />There was some speculation that one hauler may go into the business <br />of yard waste. <br /> <br />The special equipment needed to pick-up recyclables seems to be the <br />major reason for the hauler.s disinterest in recyclables. <br /> <br />Most of the haulers were not interested in an organized haul ing <br />system. An organized hauling system may possibly put the smaller <br />companies out of business and also restrict people from the freedom <br />of choosing the hauler of their choice. <br /> <br />Judy Grant explained that the Metropolitan Council has recently <br />recommended that Ramsey County adopt a mandatory source separation <br />ordinance by January 1, 1990. <br /> <br />Council Business <br /> <br />Waste Management <br />Presentation <br />Report 89-44 <br />
