"0rganized <br />collection" means a system for collecting solid waste in which a <br />specified collector, or a member of an organization of collectors, <br />is authorized to collect from a defined geographic service area or <br />areas some or all of the solid waste that is released by generators <br />for collection. <br /> <br />Ramsey County feels that an organized collection system would be <br />most cost effective for the City. A system would require the City <br />to award bids to haulers which would hold down tipping fees. More <br />than one hauler could service the City. <br /> <br />The County would prefer that the City be involved in the crediting <br />program to people who recycle. Since water billing is handled by <br />the City, the County feels a recycle credit could be included on the <br />bi 11 . <br /> <br />Grant explained Ramsey County's proposed procedures in organlzlng <br />a collection system. A two-week notice is sent to licensed haulers <br />informing them of a public hearing for an organized collection <br />system. After the hearing, the city would adopt a Resolution of <br />Intent to announce its intent to organize and invite the <br />participation of interested parties. This resolution is adopted at <br />least 90 days before proposing an ordinance. During this 90 day <br />period and before proposing a method of organized collection, the <br />City shall develop the plans or proposals needed. <br /> <br />Kuentz explained that the refuse collection fee is volume sensitive. <br />This is to entice residents to reduce their waste by recycling. <br /> <br />A single entity would collect recyclables from residences two times <br />per month. The City would provide containers to each residence for <br />collecting recyclables. Half of the costs of these containers will <br />be paid by funds obtained from Ramsey County. The cost of <br />recyclable collection will be paid through grants from the County <br />through December 31, 1990. The County proposes that an anti- <br />scavenging ordinance be enacted in the City. <br /> <br />State law requires that after December 31, 1989, yard waste can not <br />be mixed with refuse and separated by residents.
