Beginning January 1, 1991, the City will pay for the cost
of recyclable collection by charging each resident a recycling fee
on the City util i ty bi 11. A yard waste haul er wi 11 contract wi th
individual residents to collect yard waste.

The Organized Refuse and Recyclable Collection System allows that
a single hauler or group of haulers contract wi ththe City and
collect refuse in districts. The refuse will be collected once a
week and the resi dent wi 11 be charged a refuse fee on the Ci ty
utility bill. The refuse collection fees are volume sensitive.
Begi nni ng January 1, 1991, the Ci ty wi 11 pay for the cost of
recyclable collection by charging each resident a recycling fee on
the City utility bill. The fee could be reduced or waived if a
resident recycles. A yard waste hauler will contract with
individual residents to collect yard waste.

The Organized Solid Waste Collection System combines the collection
of refuse, yard waste, and recyclables. Residents will be charged
a waste co 11 ecti on fee on the Ci ty uti 1 ity bi 11. The refuse wi 11
be collected once a week and the fee will be volume sensitive.
Begi nni ng January 1, 1991, the City wi 11 pay for the cost of
recyclable collection by charging each resident a recycling fee on
the City util i ty bi 11 . The fee coul d be reduced or waived if a
resident recycles. Yard waste will be collected from residents who
desire the service. The waste collection fee will be increased for
those residences that opt to have yard waste collected.

Generally, collection rates are lower in the organized systems.
However, the lowest rate is volume based.

In June 1989, the subcommi ttee wi 11 present the recommended EQC
plans to the Council. It is suggested that a resolution of intent
be adopted by the Council in July, 1989. The desired action could
then be enacted in October, 1989.

Karen Melren, League of Women's Voters, presented the LWV's position
on waste management. The LWV believes that the efforts of the EQC's
subcommittee are in keeping with their own consensus. The LWV hopes
the Council will give direction to the subcommittee to continue
their planning process. The LWV supports the system of residential
waste co 11 ecti on as organi zed by the City of New Bri ghton. Any
government i nterventi on into a free and open system has to have
sufficient cause so that the gains are more important than the
inevitable losses of freedom.

Council Business

Waste Management
Presentation
Report 89-44
