The
LWV would like to see continued efforts to organize the solid waste
collection system.

Benke commented that the County's goal for New Brighton's recycling
is being increased from 788 tons to 1,680 tons. Dave Fridgen, City
Sanitarian, said the City's 1988 figure does not compare to the 788
tons figure. Fridgen commented that New Brighton and Arden Hills
share a common compost site, but the city does not receive credit
for this. Kuentz estimated the City's 1988 tonnage rate was about
500 tons.

Fridgen feels that increasing curbside pick-up to twice a month and
purchasing containers in 1990 may increase the amount of tonnage.

Benke asked if other cities who increased their curbside pick-up to
twice a month have seen favorable results.

Fridgen said the communities who have increased their pick-ups have
seen an increase in the amount of recyclables. Robbinsdale had a
participation rate as high as 90% and an overall rate of 80%.

Fridgen commented that one important factor that has helped
Robbinsdale become so effective is scheduling a weekly recycling
collection that is on the same day as refuse collection. But, other
communities have found weekly collections to be costly.

Benke commented that a residence who recycles should have a lower
volume of refuse, and then would be eligible for a reduced volume
rate.

Fridgen agreed that with a volume system installed, people who
recycle should receive a reduced rate. But, currently there is not
a hauler who would provide this service.

Kuentz feels some type of encouragement should be found for people
to recycle.

Currently, the funds to provide for this service is being collected
by the County through property taxes. Benke asked how would these
funds be collected by the City.

Council Business

Waste Management
Presentation
Report 89-44
