If the City has a program that is acceptable <br />to the County, the amount assessed on the property tax statement <br />would be dropped. Hopefully, the City would then have a funding <br />source in operation by that time. <br /> <br />Benke stated currently the portion of City property tax for <br />recycling/waste management is $.05 a day. Residents are paying more <br />for recycl i ng and waste management than other servi ces such as <br />parks. <br /> <br />Benke commented that the proposed coll ecti on systems woul d add <br />additional administrative costs. He suggested that haulers who <br />provide these services retain the billing system. Benke prefers <br />that the City not become involved in collection and disbursement of <br />the fees. <br /> <br />Benke stated that he sees logic in organlzlng a system, but is <br />concerned that one hauler may drive other haulers out of business. <br />There is a possibility of losing control over cost containment with <br />one hauler. One suggestion to help retain competitive bidding is <br />to limit the amount of districts a hauler could be awarded. <br /> <br />Benke feels volume based fees and the purchasing of containers may <br />help increase the efficiency of recycling. <br /> <br />Brandt would not be in favor of a program which awards residents who <br />recycl e. An effecti ve co 11 ecti on system is one that charges the <br />residents for the volume of waste. <br /> <br />Brandt requested information on estimates for additional personnel <br />or staff time required for these proposals, since, these additional <br />costs would be charged to our residents. <br /> <br />Brandt asked several questions about conta i ners . Kuentz wi 11 <br />investigate Brandt's questions and get back to Council. <br /> <br />Benke stated that the City's containers would cost $70,000 and half <br />of this cost would be covered by the County. <br /> <br />Fridgen said most communities do not purchase double containers. <br />If the City purchased single containers, the cost would be $40,000 <br />and half would be covered by the County. <br /> <br />Benke asked why paper companies are not accepting cardboard. <br /> <br />[ " <br />.',. <br /> <br />Council Business <br /> <br />Waste Management <br />Presentation <br />Report 89-44 <br />
