<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />February 14, 1989 <br /> <br />Page 15 <br /> <br />Council Business. continued <br /> <br />Gunderman asked if MN/DOT would pay and install these wall panels. <br />Benke recalled that at the last discussion MN/DOT said they would <br />not cover the cost of installing these wall panels. At that time. <br />MN/DOT found that the noi se standards in the area are not bei ng <br />violated according to the State and Federal Laws. <br /> <br />Gunderman mentioned that if the noise standards seem to not be a <br />problem, would there be a possibility of removing the remainder of <br />the wall. <br /> <br />Gunderman waul d prefer that the Council reconsi der thei r previ ous <br />decision. <br /> <br />Gunderman feels that the installation of the wall panels is a State <br />obligation not a City obligation. <br /> <br />Williams commented that he would be more interested in the <br />installation of plants instead of noise walls. But, if noise walls <br />are ineffective as previously stated. then an option should be <br />considered. Benke verified that noise walls are effective. if <br />constructed properly. Plant materials are not an equivalent <br />substitute in reducing noise. <br /> <br />Purene said the plant materials are scheduled to be replaced when <br />the noise walls are repainted. <br /> <br />Mr. Jim Reierson. Senior Landscape Architect at MN/DOT, presented <br />the proposed painting schemes and color samples for the sound walls <br />on 1-694. <br /> <br />One proposal from MN/DOT is to repaint the walls with a light beige <br />or tan color. Also, repainting of the accent colors will be with <br />either diagonal or vertical striping accents and neutral color <br />selection. MN/DOT's color recommendation is to use Land Lover Tan <br />or Beige for the entire wall and use brown and gold for the accent <br />colors. <br /> <br />Gunderman asked if the greenery on the wall s woul d have to be <br />removed. Reierson said the vines on the walls would be removed and <br />pruned where needed, then put back. <br /> <br />Benke mentioned that he would prefer the walls to be accented. <br /> <br />Brandt said that her understanding was that the greenery was to be <br />further enhanced.
