<br />I <br /> <br />Council Meeting Minutes <br />January 24, 1989 <br /> <br />Page 5 <br /> <br />Public Hearing, continued <br /> <br />The Ci ty and the Rice Creek Watershed Di str i ct have found the <br />encroachment does not appear to reduce the carrying capacity of the <br />dra i nage easement. and are not requi ri ng the proposed va cat ion. <br />However, the property owner woul d 1 i ke to have the encroachment <br />eliminated in order to assure the property can be resold in the <br />future without any difficulties. <br /> <br />The property owner's attorney is holding a certain amount of the <br />contractor's money in escrow until the encroachment is remedied. <br /> <br />The proposed vacation would reduce the subject drainage easement in <br />wi dth to 918" feet wi de.' <br /> <br />Duane Enns. contractor. was present at the meeting. but did not have <br />any comments. <br /> <br />I <br /> <br />Being there were no further comments or questions from the Council <br />or audience, Motion by Gunderman. seconded by Larson. to CLOSE THE <br />PUBLIC HEARING. <br /> <br />3 Ayes - 0 Nayes. Motion Carried <br /> <br />Motion by Williams. seconded by Gunderman. to WAIVE THE READING AND <br />ADOPT THE RESOLUTION APPROVING THE VACATION OF A PORTION OF AN <br />EXISTING DRAINAGE EASEMENT LOCATED AT 2850--12TH STREET NW. <br /> <br />3 Ayes - 0 Nayes. Motion Carried <br /> <br />Council Business <br /> <br />Proper presented the plans and specifi cati ons for the emergency <br />vehi~le pre-emption system. <br /> <br />Every traffic signal in the city will be included in this plan, with <br />the exception of 14th Street and Silver Lake Road. The 14th Street <br />and Silver Lake Road signal is scheduled for replacement in 1990. <br />and the EVP equipment will be installed at that time. <br /> <br />I <br /> <br />The total cost. including engineering, but not including vehicle <br />emitters, is $115.715.46. This is less than the preliminary <br />estimate of $162,000. However. the local City cost (not eligible <br />for MSA Funding) is $21.998.44. which is up from the preliminary <br />estimate of $14.000. The original estimate did not include the <br />vehicle emitters which are not eligible for MSA funding.
