I think
that's a ba system and if we can do something about it I think we
should. If it requires legislation. than I think New Brighton and
hopefully i consensus with other cities, try and urge them to
estab 1 ish a system than is fair across the board. I bel i eve in
paying people a fair wage for whatever their job happens to be. If
there are c rtain dangers that may be inherit in being a police
offi cer or fi reman or whatever the case may be that shoul d be
reflected i the pay structure. I don't like artificial ways of
bringing pe ple up to par which can be manipulated by outside forces
and then we re expected. because of the threat of arbitration or
whatever. to keep pace with other cities. I simply don't like that
kind of a ystem. It's not good for us. the residents, or the
employees. or that matter. I think there is gross inequities in
the system. I

Benke said e agrees with Williams since this has been an on-going
discussion issue and welcomes his support at the state level.

Williams su gested the City representatives should sit down with the
elected Sta e Representatives in the legislature and explain what
the city is proposing to bring equity into the system. Show the
State Repre entatives how artificial the process is and explain to
them what ware requi red to do to estab 1 ish parity in the pay
system.

Sinda said it is hard to change legislation at the State level
simply beca se binding arbitration is something Minneapolis and St.
Paul want a d need. If the police force in Minneapolis or St. Paul
went on str ke, their problems would be greater than if the police
force in Ne Brighton went on strike.

Gunderman a ked if other city departments have a similar pay equity
problem as his. Sinda said at this point there is not a problem.

Motion by B nke. seconded by Gunderman to AUTHORIZE THE MAYOR AND
CITY MANAGE TO EXECUTE A MEMO OF UNDERSTANDING AS PRESENTED WITH
THE NEW BRI HTON POLICE SERGEANTS.

5 Ayes - 0 ayes.
