De rborn St.
Chicago, L 60604

Gunderman aske what rationale was used by EPA's technical advisers
to come to thi decision.

Kleinrath expl ined the performance objective which was issued by
the EPA. Basic lly, the objective was to prevent off-site migration
from the base. The EPA has installed monitoring systems which will
insure the det ction of contaminant migration. If this system is
faulty, the EP will correct it.

Gunderman aske what guarantee does the City has if this system is
found to be fa lty.

Kleinrath said presently the system is working as forecasted, but
the present mo ifications has corrected any problems.

Benke commente , IIEPA will spend millions of dollars building more
wells just in ase something won't work, but you're not willing to
build Well #13 because maybe the City does not need it. Where is
the difference in the rationale and the logic in that situation?1I

Kleinrath said EPA is preventing contamination from spreading a
large area. EPA has installed monitoring wells as a part of a
normal study.

Benke further commented, lIyet EPA is spendi ng mi 11 ions to put in
more wells be ause EPA thinks it may not be working, there's a
chance that it might not.1I

Kleinrath said EPA is spending lots of money on wells, but that's
not where the ig money is. The amount spent in well development
does not have anything to do with monitoring the BGRS (boundary
groundwater re overing system).

Benke said, 11m point is that you are pumping the well water and
you are buildi g lots of safety factors, but you are not giving us
a safety facto II.

Williams asked what was the length of the planning process for Well
#13.

Council Business

Presentation of EPA
Covering Replacement c
WEll #7
Report 88-349
