Sinda <br />commented, th t most of these programs are funded by community <br />action agenci s which provide funds to utility companies in <br />assisting low income individuals. <br /> <br />Item #6 (Requ st to Tab~e Consideration of Development Agreement <br />with Welsh Co panies) .from the Consent Agenda were presented for Development Agreement <br />discussion by Brandt. with Welsh Companies <br />Report 88-328 <br /> <br />Locke updated the Council on the continuing negotiations with Mr. <br />and Mrs. Yem a and the Liquid Scale Company. Staff has asked <br />Winfield Mitc ell to appraise the properties and has met with the <br />parties involv d. Jack Bagley, relocation consultant, has met with <br />the Yempas re arding their relocation benefits. <br /> <br />Locke explain d, the staff is in the process of evaluating the fair <br />market value 0 these properties and is requesting this development <br />agreement be ontinued until further investigation is completed. <br /> <br />Brandt asked Locke the rationale involved in delaying the <br />consideration of development agreement; Council cannot direct staff <br />to go ahead a d negotiate relocation benefits with these residents <br />without a neg tiated development agreement. <br />
