I

1

1

Council Meetin Minutes
November 22, 1 88

Page 3

Council Business

Les Proper, City Engineer, and several city staff members have met
with Orr, Sch len, Mayeron and Associates and Gair and Associates
for the prepa ation of a Greenway/Sidewalk Plan for Old Highway 8
and County R ad E. Dave Mitchell and Jim Norton from OSM
Associates, a d Mike Gair and Laurie McRostic were present at the
Council Meeti g.

The staff has scheduled the following presentations:

December 12, 1988 - Presentation of Concept Plan to a joint
meeting f the Economic Development Commission, Citizen Study
Committe, Park Board and Planning Commission.

January 3, 1989 - Presentation of Concept Plan to the general
public.

Laurie McRostic, Gair and Associates, presented the conceptual plan
to the Counci. Ms. McRostic explained, the plan evolves around
destination pints which may be used for walking or bike riding.
These points of interest include: Hanson Park, McDonalds, Dairy
Queen, Vetera s Park, City Hall, Long Lake Regional Park, Trunk
Highway 96, Trail Corridor Connection, and the Ramsey County
Library.

A pedestrian alkway system is proposed on the west side of Highway
8, with a six oot boulevard separating the roadway with a five foot
concrete side alk. A bike lane is proposed on both sides of the
road travelin North and South from County Road D to Highway 96 and
joining with he regional bikeway system. The bike lane would be
striped with "t being a minimum of five feet wide.

The proposal ould also involve the planting of trees being 50 feet
apart on both sides; and the installation of street lights every 75
feet. One fu ure connection is to Jones Lake, which would involve
a nature trai around the lake.

The areas di cussed all vary in road widths, some with railroad
tracks, and vari ety of boul evard wi dths. On the south end of
Highway 8, pr ceding the railroad bridge, this area has been found
to have ampl boulevard space for walkways. A walkway would be
i nsta 11 ed un er the railroad bri dge, and the Soo Li ne seems to
approve of this proposal.

Cou nc i 1 Bus i ress

Greenway and Sidewalk
Plan Presentation
Report 88-331
